What is Congressional Debate?

Basically a reenactment of the legislative process in Congress.  Students write bills, give speeches  both for and against the bills, ask and answer questions and act upon these bills.  Since the general focus of the Illinois Congressional Debate Association is to give as much ownership as possible to the students, the sessions are run by a student moderator and most awards are voted on by the students themselves.
